Institutionalization is a process through which actions are repeated and shared meanings by actors. According to principle of hierarchy of command in defense and military organizations, in addition to the principle of Imamate-Ummah, the Supreme Leader in Iran plays a role as the commander-in-chief and defines the core values of military organizations. The main issue of this research is how to institutionalize the values considered by Supreme Leader at the organizational level of the police administration of the Islamic Republic of Iran (NAJA). Therefore, considering the lack of a value institutionalization model in NAJA, the central question of this research is what is the systemic pattern of value institutionalization at the organizational level of NAJA? For this purpose, based on a qualitative approach, 9 interviews were conducted with subject matter experts and coded based on a thematic analysis research method. findings have shown that the institutionalization of core values defined by the Commander-in-Chief at the NAJA organizational level requires the adoption of a system pattern consisting of six dimensions, the most important of which is the institutionalization process. This process includes components such as content measurement, culture building, discourse building, and objectification of values, which include the four areas of content, mind, language, and action.
