According to many scholars of Islamic public administration, elimination of deprivation is considered one of the supreme goals of Islamic government. In the meantime, the Imam Khomeini (RA) Relief Committee, after more than 40 years since the glorious victory of the Islamic Revolution, has created successful and dense experiences of implementing the policy of deprivation removal in the country. Considering that the main mission of removing the deprivation of the clients through creating self-sufficiency and empowerment is the responsibility of the employment and self-sufficiency deputy of the aforementioned institution, the purpose of the present research is to analyze and conceptualize successful experiences in implementing the policies of the Imam Khomeini Relief Committee's job creation and entrepreneurship. is The current research method is based on a qualitative approach and drawn in the framework of the inductive approach. And using the method of qualitative content analysis, documents, reports and expert interviews were conducted with those involved in the field of aid employment. The findings of this research, after analyzing the texts and conducting interviews, and extracting 104 open codes and categorizing the said codes, show that the process of implementing the employment policy of the aid committee has been formed around 9 main actors and these actors have divided the scope of implementation into three The main pillars of "career guidance", "career guidance" and "support of economic plans" continue until the client reaches full self-sufficiency. And finally, considering that the implementation model of the aid employment policy is a combination of two bottom-up approaches and a community-oriented model; Many missions in the field of employment have been outsourced to charity centers, private institutions and professional entrepreneurs.
