After referring to the authorities and experts, correcting and justifying the model, and using SPSS software, model of the characteristics of merit system in appointing managers, based on the leader’s view points, was designed. Major categories include “ knowledge and belief”, “servitude and good deeds”, “responsibility feeling and commitment”, “ justice searching”, “philanthropy”, “having bassigi humane and thinking”, “willing to serve”, “self-believing and self-dependence” , and “ efficiency”. These nine major categories include minor categories that all together compose the model of the characteristics of merit system.
