In this article, while deliberating field observations, interviewing, polling official experts of the state relief department according to regional and geographical organizing which is necessary for exact recognition of the needy, enabling them  and  supporting their self-reliance; in addition to proper interaction, optimum usage of capabilities and experiences of present charities, we have paid attention to establishing  or reinforcing new kinds of non-governmental organizations affiliated to the common people including volunteer local-oriented relief foundations based on the local mosques  ,generally  called  people’s communicative   network. Then, we have explained and designed their objectives, functions, activities, and specially their interactions with IKRF as an administrator for supplying protective services and a protective organization of people’s establishments.
The interactional model of this article has taken into consideration both unity and participation of people and government to actually achieve the objectives of enabling and self-relying of the deprived through the mosque-oriented approach. It has aimed at reducing poverty indicators, reviving religious teachings in donation and charity, restoring mosques position in the Islamic system, increasing solidarity and social capital, enhancing the poor’s satisfaction and self-respect, reducing executive and organizational costs, and increasing benefits of supplying the supportive services to the most deprived classes of the society.
