Abstract
The institution of governance cannot advance its goals without relying on the support of the people, because according to the ideals of the Islamic Revolution and the views of the martyred leader, the main issue is the issue of the people, and the greater the connection, movement, and transformation with the people, the greater the possibility of success. Realizing this participation requires the society to have participatory human capital; a capital that encompasses a set of cognitive, value, motivational, and skill capacities of individuals and enables them to participate consciously, responsibly, and effectively in managing society's affairs. The purpose of this research is to explain the participatory human capital model by analyzing the foundations and principles of popular participation in the statements of the martyred leader, with the aim of applying it in the governance system. The research method was to analyze the content of his statements from 1368 to Farvardin 1403. The theoretical considerations of this research arise from sociological and management theories that emphasize participation and are helpful in presenting a native perspective on popular participation. The research findings show that the foundations of participatory human capital can be explained at three levels: theological, sociological, and individual, and the principles of strengthening it are organized in two areas: the duties of officials and the duties of the people. The research results indicate that the most important feature of popular governance is creating the necessary grounds for the formation and strengthening of participatory human capital and the use of people's capacities in managing society's affairs. In this framework, participatory human capital is the basis for popular participation, and effective public participation leads to strengthening legitimacy, increasing the efficiency of governance, social cohesion, and achieving the goals of the Islamic system
