This research presents model of Islamic governance based on Malik Ashtar's treaty, which is in the foundation of a good and idealistic society. Hazrat Amir's letter 53 to the governor of Egypt is the most famous document describing the duties of Islamic rulers. The current research has an exploratory nature, it is done with an inductive approach and it is placed in the framework of interpretive paradigm. The information sources of the research are the text of letter 53 of Nahj al-Balagha. Thematic analysis method was used to analyze the data. In this research, the text of 53 letters was examined and analyzed, which finally led to the counting of 146 basic themes, which were classified into 19 organizing themes and 3 inclusive themes. These three inclusive themes include; Ethical principles (ideal considerations), macro policies (actual considerations), and practical measures (applicable considerations) are the Differentiates this research different from other researches.
