Identifying the Indicators of the Revolutionary Manager and designing its model in the public sector


The purpose of the present study is to identify the indicators of the revolutionary manager and design its model in the public sector. The present study was applied in terms of purpose, and in terms of how it was done. Information and data collection tool has been an interview with experts. The statistical population of experts and managers is in three levels of macro, medium and micro in the country. Through the Delphi method and with the theoretical ghosts, 15 managers were selected for deep interviews. Qualitative methods and stros methods were used to analyze the data. The results showed that all themes, categories, and concepts were fully based on deep interviews with 15 managers, resulting in the extraction of 222 concepts in open coding form, extracting 132 categories/ index in the format. The central coding, the extraction of 10 main themes in the form of central and selective coding and 6 comprehensive themes in the form of selective coding. Case results also showed that the organizational behavior of managers, individual behavior and individual ability of managers, ethics and godly behavior, hope, seriousness and determination, accountability, performance, competence and meritocracy, effective communication with colleagues and people, increasing productivity The most indicators are a revolutionary manager. The results of central coding also showed that youthfulness in the managerial body, the fight against corruption and the domination of managers, the emphasis on fulfilling promises, promoting the ability and expertise of managers, maintaining and training competent managers as the factors of revolutionary management. They became. Of course, barriers such as politicization, democracy deficiencies, severe scientific and managerial weaknesses in government agencies and institutions, welfare and aristocracy of managers, mismanagement of managers, lack of proper understanding of the country's issues of internal barriers and publishers Western -style management thought, cultural invasion, economic boycott, injecting disappointment to some managers, instilling inability among country managers, false explanations of revolutionary management are also the external barriers to the growth and development of revolutionary managers.
