Key Competencies in Appointing the Judiciary System Managers Based on the Statements and Writings of the Supreme Leader (May his high shadow last)

Abstract

 Using the grounded theory , this research elaborates the statements and writings of the  supreme leader from Farvardin 1368 to Esfand 1388 as a rich source for designing  an exact and scientific model of the characteristics of merit system in appointing managers. Based on the grounded theory, in the first phase, i.e., open coding , the texts of the leader’s statements and writings were coded. In the next phase, through axial coding, the major and minor categories were distinguished, then, the primary model of the characteristics of merit system in appointing Iranian managers was presented based on the leader’s view points. After referring to the authorities and experts, correcting and justifying the model, and using SPSS software, model of the characteristics of merit system in appointing managers, based on the leader’s view points, was designed. Major categories include “ knowledge and belief”, “servitude and good deeds”, “responsibility feeling and commitment”, “ justice searching”, “philanthropy”, “having bassigi humane and thinking”, “willing to serve”, “self-believing and self-dependence” , and “ efficiency”. These nine major categories include minor categories that all together compose the model of the characteristics of merit system. The nine major characteristics were classified in three groups: personal, behavioral, and school of thought (religious) competencies. In the article, the authors have tried to deliberate the most important characteristic in appointing managers, that is, “ efficiency” and the most important characteristic in justice searching, that is, “ law observation”.
