Explaining Structural Factors Arising from Thoughts and Beliefs and Their Effects on Traffic Behavioral Factors (Suggestions for Designing Structural Programs)

Abstract
From Islamic point of view, man is the highest creature and his safeguarding is a valuable endeavor. Attempts to decrease traffic accidents are the major objectives of the IRI Police. In this research, factors influencing the behavior of people engaged in traffic, including drivers, passengers, and pedestrians. As the nature of the presented model suggested that structural factors are the most influential ones on the behavior of the users, the way out of  this challenge seems to be a basic change in the structural factors. Hence, the programs suggested in this research focus most on the structural factors.
     The research follows a descriptive practical method using mathematical analysis for assessing the behavioral position of the users. The results showed a great gap between the present situation of the supporting and effecting factors and that of the desired ones. The mathematical method was calculated by squaring the abilities. Finally, qualitative and quantitative objectives, as well as structural programs at high ranking, supportive and administrative management were suggested.
