Abstract

The objectives of this research are: studying the present situation of the organizational culture and determining the characteristics and criteria of the ideal organizational culture based on the religious bases and the values of Islam and those of Islamic revolution. Following these objectives and using meta-analysis method, I have tried to appraise the present situation of the organizational culture of this organization which is based on 16 case studies performed in the same area.
The research outcomes and results set forth two series of positive and negative factors displaying the values and strengths of organizational   culture on one side and the damages, abnormalities, and weaknesses on the other.
The ideal model of the research is based on four kinds of indigenous cultures called: training-oriented culture, knowledge-oriented culture, meaning-oriented culture, and relationship-oriented (human-oriented) culture whose characteristics and criteria were presented to the university experts and authorities, commanders, and high ranking executive administrators  to evaluate their credibilities. The conceptual model was approved with a fair reliability (95.3) by the experts, although it was   changed briefly.
