The Impression of Political Structure of the Government on Human Capital Management (Emphasizing on the Attraction and Employment Processes of Political Elites in Abbasside, Seljuk, and Ghaznavid Dynasties)

Abstract
This research is intended to review attraction and employment of the elites at strategic level in the political systems of the history of Iran as decision makers. The researchers gathered data and analyzed them through a historical-comparative method. The findings are categorized into three distinct discussions. The first part is devoted to the theoretical basis of the research, which is designed by integrating approaches of recruitment in HC management and Pareto's circulation of elites. The second part discusses the typology of political systems in Iran. The last discussion is devoted to the processes of attraction of the elites in Seljuk, Abbasside and  Ghaznavid dynasties as historical examples of basic models of government in Iran. The research hypothesis was tested through comparing research data. The results indicated that there was a meaningful relation between the structure of the government and attraction and employment of the elites.
