In the educational dimension, the contents are not devoted to the real requirements of learners and the societies, and in the research aspect, the outputs do not address the current problems and blockages for the people and societies. Hence, problem-orientation neither flows in education, nor does it in research. As a result, universities are not able to carry out their social responsibilities. The religion of Islam, placing great emphasis on the acquisition of knowledge and acquiring science, highly recommends that the acquired knowledge must be first of all beneficial, and second, be put into practice. According to some thinkers, if this is the case, such knowledge can be referred to as religious science, and the university providing such knowledge is likely to be considered an Islamic university. Based on the definition of problem-orientation, this research is intended to identify the components and the model of problem-oriented university using content analysis method. The comprehensive themes obtained indeed contain the main components of the problem-oriented university model, including need-based education system, interaction with the service receivers, commercialization, problem-oriented research system, financial resource management, facilities and support, organizational learning and knowledge management, university culture, human resource management and university management system.These days, universities do not carry out their own task, containing the main philosophy of universities, properly. Qualitative content analysis method is used to analyze the information of this qualitative study. The statistical population consisted of senior police commanders with at least organizational rank of 19. Sampling was done purposively, and the required information was collected through a semi-structured individual interviews, which included 12 interviews as a whole. The context of each interview was considered as a unit of analysis. In the next step, the concepts were coded and semantic units were converted to codes, and the indicators were summarized and classified according to their semantic classes. In the end, the categories created themes according to semantic similarities and differences. During validation, the researcher was constantly involved in the research topic and data, and in order to confirm validity, all activities and tasks, including the process and method of findings, were carefully recorded. In order to analyze and evaluate the possibility of transfer, the findings were provided to the supervisor of the research, and was approved by him. In the data analysis process, six main themes, 12 categories and 44 subcategories were identified. The result indicated that the senior military and law enforcement commanders possess valuable experience which are not recorded in any scientific resources. On the other hand, considering the fact that Nahj al-Balaghah is full of moral instructions, it is possible to explain the themes of organizational ethics excellence through this important source. This is a mixed research. In the qualitative part, the themes of organizational ethics excellence were extracted from Nahj al-Balaghah through theme analysis. Using theme analysis, 231 basic themes, 67 sub-themes, 8 main themes and 4 general themes were extracted. Lincoln and Juba's trust value was used to measure the reliability. Reliability was confirmed by agreement coefficient between the two identifiers. The relative content validity coefficient (CVR) and content validity index (CVI) were used for confirming the validity. Using Dematel method in a quantitative part of the research, the one-way and two-way relationships and the general themes of organizational ethics excellence were examined. Attention to ethical relation and precise selection of individuals composed the causal elements among the four general themes extracted. Grounded theory method was used in the qualitative part of the research. Statistical population of the research included the commanders of the holy defense era in one of the army units, 18 of whom were selected by purposive sampling method as the sample. The data were collected through in-depth interviews and were analyzed using NVivo-10 software. The statistical population of the quantitative part of the research included the commanders and employees of the same unit whose statistical sample was selected by stratified random sampling method. The data were collected by distribution of 351 copies of a researcher-made questionnaires. The results indicated that the self-sacrifice worldview was a central component of the leadership model of the commanders of the Holy Defense era, which was influenced by causal, intervening and contextual conditions, and caused behavioral strategies such as giving service and providing care to the followers, moral commitment, honesty, emotional and spiritual communication, courage and risk-taking by commanders leading to the realization of consequences such as victory on the battlefield, social cohesion and increased military deterrence.
